President, Civil Structural Engineer, PE
Joshua Reece's career journey began with a distinguished nine-year tenure in the U.S. Navy’s submarine force. During his time in the Navy, he gained invaluable skills and experience that laid a solid foundation for his future pursuits. Following his service, Joshua embarked on an academic path to further his expertise in engineering. In 2008, he earned his undergraduate degree in Structural Engineering from the University of California, San Diego. This achievement marked the beginning of his professional engineering career.
Continuing his commitment to education and professional development, Joshua pursued and obtained his graduate degree from San Diego State University in 2018. His advanced studies equipped him with deeper knowledge and a broader perspective in the field of structural engineering, further enhancing his qualifications.
Joshua's dedication to excellence is evident in his professional credentials. He is a licensed Professional Engineer in the state of California, a testament to his expertise and adherence to the highest standards in engineering practice. Leveraging his extensive knowledge and experience, Joshua founded Force 77 Engineering and Consulting, where he currently serves as President. In this role, he leads a team of skilled professionals, overseeing a diverse range of engineering projects and providing expert consulting services.

Aaron Cooley, P.E.
Vice-President, Civil Structural Engineer, PE
Aaron Cooley embarked on his professional journey in 1998 as a building inspector and staff engineer. Over the years, he honed his skills and gained extensive experience in various aspects of building inspection and civil engineering. Driven by a commitment to advance his knowledge and expertise, Aaron pursued further education and graduated from San Diego State University with a graduate degree in civil engineering in 2014. This advanced education solidified his foundation in civil engineering principles and practices.
Throughout his career, Aaron has obtained numerous inspection qualifications, enabling him to conduct certified inspections in various specialized areas. His expertise includes concrete, masonry, welding, bolting, pre-stressing steel, fire-proofing, and structural investigations. These certifications reflect his comprehensive understanding of construction materials and methods, and his ability to ensure compliance with industry standards and safety regulations.
Aaron's professional credentials extend to his licensure as a Professional Engineer in the state of California. This designation underscores his proficiency and dedication to maintaining the highest standards of engineering practice. Diana Peña-Pomeroy
Project Manager
Diana Peña-Pomeroy holds a Bachelor of Science degree in Environmental Health and Industrial Hygiene from Fresno State University.
Diana has extensive experience in property and construction management. In her role as a Project Manager, she has overseen multiple property and construction projects, ensuring compliance with all relevant codes and regulations. She has successfully coordinated with various stakeholders, including contractors, architects, and city officials, to ensure projects are completed on time and within budget. Diana has developed and maintained project schedules and budgets, proactively identifying potential issues and implementing effective solutions to mitigate risks.
In the field of estimating and scheduling, Diana has demonstrated her expertise by preparing detailed cost estimates for various construction projects. These estimates include material, labor, and equipment costs, providing a comprehensive financial overview for each project. Since completing her education, Kristie has amassed extensive experience in property and construction management, as well as in scheduling. Her career has been marked by a deep involvement in the technical aspects of civil engineering, with her nonprofessional experiences in this field being equivalent to those of a junior engineering technician. She not only meets but exceeds the three-year minimum required to qualify as a technical staff member.
Kristie's expertise extends to an encyclopedic knowledge of code enforcement, plans, and permits. She has demonstrated a profound understanding of the regulatory and procedural frameworks that govern construction and property management.
